Google Play Closed Testing Not Completing? Here is Why and How to Fix It

March 10, 2026 • 9 min read

You set up your closed testing track, added testers, uploaded your AAB, and waited. But the cycle never seems to complete. The "Request production access" button never appears. This is one of the most frustrating experiences for new developers on Google Play. Let's break down every reason why this happens and how to fix each one.

Reason 1: Your Testers' Accounts Are Being Discarded

This is the most common reason. Google does not just check if people opted in — it validates the quality and legitimacy of each tester's Google account. Accounts that fail validation are silently discarded and never counted toward your 12-tester requirement.

Google checks for:

Account age: Recently created accounts (less than a few months old) are flagged

Play Store history: Accounts with no download or review history are suspicious

Activity patterns: Accounts that only participate in closed tests but never use real apps

Multiple accounts from same device/IP: Indicates a single person with multiple fake accounts

Solution: Use testers with established, active Google accounts that have real Play Store history. This is exactly what TestsApp US provides — all our operators have verified accounts with legitimate history.

Reason 2: Testers Are Using Emulators or Rooted Devices

The Play Integrity API checks every device used during testing. If testers are using emulators (Android Studio, Genymotion, BlueStacks), rooted devices, devices with unlocked bootloaders, or custom ROMs, their testing sessions are rejected.

Solution: All testing must be done on certified physical Android devices with stock firmware, locked bootloader, and no root access.

Reason 3: The Cycle Was Interrupted

The 14-day cycle must be continuous. Several actions can reset the counter:

Removing the app version from the closed testing track

Deleting and recreating the testers list

Testers uninstalling the app during the cycle

Significant drops in tester count (multiple testers leaving)

Solution: Keep the app on the same track, do not remove versions (publish updates on the same track instead), and ensure testers remain committed for the full 14 days.

Reason 4: Not Enough Active Testers

Having 12 people opt in is not enough if they don't actually use the app. Google tracks active usage, not just opt-ins. If testers install the app but never open it, or only open it once, the cycle will not progress.

Solution: Testers need to actively use the app throughout the cycle — opening it multiple times, navigating different flows, and spending meaningful time in the app.

Reason 5: You Are Using Free Telegram Groups

This deserves its own section because it is the most common trap. Free Telegram groups advertising "testers for Google Play" are filled with:

Fake or recently created accounts that Google discards

People who opt in but never install or use the app

Users on emulators or rooted devices

People who leave the test after a few days

Solution: Use a professional testing service with verified operators who are committed to the full testing cycle.

Frequently Asked Questions

My testers opted in but Google shows 0 testers. Why?

Google does not count testers immediately. It can take 24-48 hours for opt-ins to reflect in the Console. Also, if the accounts are too new, inactive, or flagged by the Play Integrity API, they may be silently discarded and never counted.

Can I restart the 14-day cycle?

If the cycle was interrupted (testers left, app removed from track, etc.), you need to start over completely. Make sure all 12+ testers remain active and the app stays on the closed testing track throughout the entire 14 days.

Do testers need to use the app every single day?

Google does not require daily usage from every tester, but it expects consistent, distributed usage across the 14-day period. Having all testers use the app only on day 1 and then stop will likely invalidate the cycle.

Stop wasting months. Get it done right.
