Why does Google Play require 12 testers?

Since November 2023, the Google Play Console requires all new developer accounts to go through a closed testing program before publishing any app to production. This requirement was implemented to combat low-quality apps, malware, and fraud that reached the Play Store without any prior validation.

The main requirement is to have at least 12 opt-in testers — that is, 12 real people who agreed to participate in your app's closed testing. These testers need to have legitimate Google accounts with real Play Store history: previous downloads, reviews made, installed apps. Google discards new, inactive, or suspicious accounts.

In addition to the 12 testers, Google requires the testing cycle to last at least 14 consecutive days. During this period, testers need to use the app organically — install, navigate through flows, interact with features. The Play Integrity API monitors whether devices are real (not emulators), whether accounts are legitimate, and whether usage patterns are human.

If any of these conditions are not met — insufficient testers, fake accounts, emulated devices, or interrupted cycle — Google rejects the production request and the developer needs to start over from scratch. Many developers waste months trying to solve this on their own.

What does Google validate in testers?

Google doesn't just count the number of testers. It analyzes the quality and legitimacy of each participant using multiple verification layers:

Verified Google account

The account needs real history: downloads, reviews, time of existence. Recently created or inactive accounts are disregarded by the algorithm.

Certified physical device

The Play Integrity API checks the device model, root/jailbreak presence, emulators and VMs. Only Google-certified Android devices pass validation.

Organic usage pattern
