How Many Testers Do I Need to Publish on Google Play in 2026?

In practice: why 12 isn't always enough

The number 12 is the theoretical minimum. In practice, Google can silently discard testers for several reasons:

  • Recently created Google account — accounts less than 30 days old are frequently ignored
  • No Play Store history — accounts that have never downloaded apps are suspicious
  • Rooted device or emulator — the Play Integrity API discards them automatically
  • Same IP for multiple accounts — a sign of manipulation
  • Tester opted in but didn't install — doesn't count as an active tester

That's why the recommendation is to recruit 14 to 20 testers to make sure at least 12 pass every check.

How Google counts testers

The counting process isn't transparent. The Google Play Console shows the number of opt-ins, but it doesn't show how many are considered valid internally. You might see 15 opt-ins and think everything is fine, but Google could be counting only 8.

What Google checks for each tester:

  1. Opt-in accepted — clicked the invitation link and agreed to participate
  2. App installed — downloaded the app via the Play Store (not via APK sideload)
  3. Valid device — passes the Play Integrity API check
  4. Valid account — active account in use on the Play Store
  5. Real usage — sessions with duration, navigation across different screens, interactions

Only those who pass all 5 criteria are counted as active testers.
